Kirsten Bickford is an Associate Partner with Chartis with more than 10 years of experience in health plan operations and government-sponsored programs.
Kirsten concentrates on driving multifaceted operational and business optimization initiatives to support regulatory compliance, innovations in care delivery, and quality of care for health plans serving Medicaid and dually eligible populations. She leverages her experience in health plan operations and health policy to lead large-scale implementations, process improvement initiatives, benefit and population carve-ins, adoption of integrated care delivery models, and M&A integration. Kirsten has led procurement efforts resulting in $2B of revenue for programs serving traditional Medicaid and Managed Long-Term Services and Supports populations and managed a portfolio of cost of care initiatives with a savings opportunity of $24M. She supports her clients in successfully launching programs in new markets in accordance with regulatory requirements while focusing on achieving the highest quality of care for enrollees in partnership with the provider community.
Prior to joining Chartis, Kirsten was a Director with Molina Healthcare’s Integration Management Office, managing the integration of a $1B acquisition. She worked with BerryDunn, McNeil, and Parker, LLC as a Manager in their Government Consulting Group supporting a state Medicaid agency with a focus on Medicaid, CHIP, and waiver populations. Kirsten served as an Account Director with Magellan Health for their Medicaid managed care programs in Virginia and worked with Kaiser Permanente of the Mid-Atlantic States developing clinical and care delivery programs supporting Maryland and Virginia Medicaid populations. Kirsten’s passion for healthcare began during her time with HealthCare Access Maryland, Inc., in Baltimore, MD, as a Certified Navigator, assisting vulnerable populations access health coverage through the Maryland Health Benefit Exchange.
Kirsten received her Master of Public Health from George Washington University and her Bachelor of Arts in biology from McDaniel College. She is also a Certified Project Management Professional (PMP©).
