Heather Feng is an Engagement Manager with Chartis and has nine years of experience in healthcare consulting. She advises payers, health IT vendors, and other healthcare organizations in areas related to strategic planning, operations, provider data management, and product strategy and management.
Heather has experience developing and implementing strategic roadmaps for national and regional payer clients to support operational optimization, improve provider experiences, and improve member outcomes. This has included the development and management of multiple provider data management initiatives to reduce administrative costs and ensure compliance with regulations such as the Consolidated Appropriations Act. Heather has also delivered winning proposal development support for a national Medicaid MCO in several states’ managed care markets.
Heather also has experience advising healthcare organizations on new technology product opportunities and leading the design and development of health IT products. Heather has advised a national consortium of leading health plans on the evaluation of its existing product offering and new product opportunities and led the subsequent design of the new product and its pilot. She has also led multiple product development teams to design and deliver major product enhancements for payer in-house products and healthcare technology organizations, including for an industry-standard provider data management product used by almost 1,000 health plans.
Prior to joining Chartis, Heather was a health policy consultant at The Lewin Group. There, she partnered with DHHS and state Medicaid agencies to evaluate innovation programs aimed at increasing the quality of and access to healthcare for vulnerable populations. As part of this work, Heather published a paper for a journal and authored reports for program stakeholders that included federal and state government agencies, advocacy organizations, and individuals and patients.
Heather received her Bachelor of Arts from the Johns Hopkins University. She holds a certification in Diversity and Inclusion from Cornell University
